Often not. When a dataLayer is needed, I give your developer a clear specification.
Will you delete my existing tags?
Nothing is removed until it has been reviewed. Changes are published in versions you can roll back.
Does this work with Shopify and WordPress?
Yes, and with most other platforms that allow a GTM snippet.
